Ripon’s fireworks ordinance extends liability not only to those setting off illegal fireworks, but also to property owners, occupants, and anyone present on the premises where violations occur. Under local rules, residents are permitted to purchase and use “safe and sane” fireworks from noon on June 28 through midnight on July 4.
Illegal fireworks—such as mortars, bottle rockets, and firecrackers—remain strictly prohibited. The ordinance clarifies that property owners who are not present when a violation occurs cannot be held responsible unless they are physically at the property during the incident.
Penalties for violating Ripon's fireworks ordinance begin at up to $250 for a first offense, with a second violation within 12 months subject to a fine of up to $500. This contrasts with neighboring Manteca, where fines for illegal fireworks now reach $1,000; last year, Manteca cited 37 property owners for violations.
In anticipation of the holiday, Ripon Police will increase patrols to monitor for illegal fireworks and address public safety issues. The department emphasizes that its primary focus is on community safety rather than issuing citations, and urges residents to celebrate responsibly and within the law.
